MESSAGE:WORLD DISARMAMENT WEEK, 2008

MESSAGE ON THE WORLD DISARMAMENT WEEKfrom 24 to 30 October, 2008



On the eve of the occasion thank you Lord for bringing our ifop organisation at this hour to observe the World Disarmament Week from 24 till 30 October 2008. I on behalf of the ifop and myself is sending this message of greetings to all the citizens of the world. Historically the Disarmament Conference started early in 1932. It was an effort of the former League of Nations in collaboration with the U S A and the Soviet Union to actualize the ideology of disarmament. It took place in Geneva. The Disarmament Ideology is a set of beliefs, aims and ideas, especially in politics. It is a thought of comprehensive vision, as a way of looking at things, as in common sense and several philosophical tendencies (Political ideologies), or a set of ideas proposed by the dominant class of a society to all members of the society. The main purpose behind a disarmament ideology is to offer a change in a world of armament society through a normative thought process. An abstract system of thought applied to public matters and thus make this concept central to politics.

History created it highly controversial. The French Revolution acquired several other meanings from early days till date. It is also a "science of ideas" in which we can separate the three aspects of ideology, general grammar and logic. Napoleon Bonaparte as a politician gave the modern meaning of ideology. He used it in an abusive way against "the ideologues." Russians coined later as "intelligentsia." Gradually "ideology" has become a neutral term in the analysis of differing political opinions. Ideological references are important to many people throughout the world. Karl Marx used the term in his own context often throughout his works.

The World Disarmament Campaign was founded in 1979 by Fenner Brockway and Philip Noel-Baker to work for the implementation of the policies agreed at the 1978 Special Session on Disarmament of the UN General Assembly. The Final Document of that session was signed by every then member of the UN. It included a Programme of Action relating to all types of weapons, from the nukes that have the capacity to destroy the whole of civilisation to the small arms that have been responsible for millions of deaths in the many conflicts that have racked the world since 1945. Had the permanent members of the Security Council, in particular, implemented their obligations, many of those lives could have been saved and the world would be a safer place today. The Campaign continues for worldwide disarmament. Military expenditure should be diverted to sustainable development, eradication of poverty and protection of environment and for strengthening the UN role in disarmament.

World Disarm! Let us carry news and features on international issues and on the vitally important role of the United Nations. The UN must make Peace, not War. It must become the genuine peace-keeping and peace-building body, not just a front for justifying the policies of the great powers. World Disarm! Seek to contribute to this aim and to provide coverage of events on the disarmament scene worldwide.

Our ifop do join this campaign that the UN must keep the word it promised to the world irrespective of the UN Veto powers, keeping a reservation on Disarmament. In Manipur we have a terrible armed conflict experience in which more than 25 thousand lives lost but not a single voice from the world community till today. In Manipur conflict we see only conventional methods used by the non state armed groups for more than three decades though there had been certain Genocide or Crime against Humanity.

On this day we appeal both the state and the non state actors of Manipur Conflict to disarm and resolve the conflict politically.
