25 October 2008 ifop CONDEMNED THE 23 OCTOBER KILLING AS GENOCIDE CRIME
Vow to Half Mast and One Day Pen down Work
In an emergency meeting of the ifop in the morning the killing of eight militants who belong to Manipuri Meetei ethnic community is considered as Genocide crime under International Law. We observed two minutes Silent Condolence for those killed in the incident and prayed in different faiths “Peace Prayer” for the souls to remain in peace in heaven. We resolved to keep the flag of the ifop in half mast and to work with a token of Pen Down for one day taking into account according to the absence of WHITE PAPER to be produced by the Government of Manipur, which being the democratic government of Manipur. The so called encounter and killing of Manipur citizens with the charge of recovering of huge cache of arms from the militants amounts to STATE TERRORISM. We the ifop do respect the principles of International Law and the Fundamental Rights of Indian Constitution, therefore we consider the Govt. of Manipur is solely responsible for any of such crimes ranging from ordinary to heinous crime, like Genocide or, Crime against Humanity. The Governor who is an Appointed Head of State ( AHOS) and the Chief Minister of Manipur who is an Elected Head of Government ( EHOG) are responsible collectively for all Genocide crimes occurred in Manipur, including death of 23rd October 2008 Killing of 8 militants in separate incidents at different times . We condemned strongly not to commit again by Indian Forces who are MAYANGS, because they are alien to the natives of Manipur. Certain native people should get involve in all pictures of the drama of anti insurgency operations in Manipur. We demand in our strong words to produce a GOVERNMENT WHITE PAPER of the insurgency movement in Manipur, therein indicating the full particulars of all Militants belonging to different groups along with the weapons they are using with WANTED AWARDS. This should be published in the media for public understanding and knowledge so that the Government may prove their elimination justified for avoiding Extra Judicial Killing and Genocide. We draw the attention of the Clubs, NGOs, Senior Citizens, Human Rights Activists, University Teachers, Advocates, Political Leaders, Engineers and the Masses of Manipur to united stand against such Genocide Crimes, which claimed more than 25000 lives since the insurgency movement started in Manipur. We will continue to condemn such GENOCIDE CRIMES whether may be committed by Natives or Mayangs. We also appeal to Ibobi Ministry to compensate Right Time Right Amount (RTRA) to those victims of GENOCIDE starting with this incident. The amount of compensation should be based on International Norms of the UNO. We also draw the attention of Manipur Government to resolve the conflict after publication of the WHITE PAPER. The failure of which shall amount to STATE TERRORISM and GENOCIDE under AFSPA.
